Governance Statement
Rhema Development Foundation (RDF) is committed to the
highest standards of transparency, accountability,
and legal integrity. Legally registered as a national
Non-Governmental Organization in Uganda (Registration No. 3947), RDF operates
in strict accordance with the Non-Governmental
Organisations Act and the International
Financial Reporting Standards (IFRS). Our governance framework
is designed to ensure that every resource is utilized effectively to empower
disadvantaged communities, a commitment further recognized by our Special Consultative Status with the United
Nations Economic and Social Council (ECOSOC). We uphold a zero-tolerance policy toward corruption,
supported by a robust whistle-blowing mechanism to protect institutional
integrity.
Organizational Structure
RDF operates under a well-structured hierarchical system to
ensure clear lines of authority and community-rooted delivery:
Board of Directors (Supreme
Governing Body): Responsible for high-level oversight and
strategic direction.
Executive Leadership:
Led by the Executive Director, who manages day-to-day operations and implements
Board-approved strategies.
Program & Operations
Management: Technical leads, such as the Programme Manager, who
oversee specific pillars including Community Health and Livelihoods.
Community Field Champions: A grassroots network of 74 peer navigators and 48 community champions who lead local interventions and ensure community-led monitoring.
Board & Management Roles
The Board of Directors
consists of eleven members drawn from
academic, faith-based, cultural, and relevant professional organizations within
Eastern Uganda. The Board's mandate includes:
Policy Formulation &
Enforcement: Establishing the ethical and legal boundaries of
the foundation.
Financial Oversight:
Approving annual work plans, budgets, and independent financial audits.
Strategic Monitoring:
Defining the long-term strategy and monitoring the allocation of all project
funds.
Leadership Recruitment:
Appointing and evaluating the Executive Director.
The Executive Leadership and
Management team is responsible for the performance of the
organization’s three key pillars. They translate strategic goals into
measurable community outcomes, manage donor relations—including partnerships
with USAID, Baylor Uganda, and CORDAID—and
ensure that all field activities align with national and international
development goals.
Compliance & Protection
RDF maintains rigorous systems to protect our beneficiaries
and ensure institutional compliance:
Annual Financial Audits:
RDF undergoes comprehensive annual audits conducted by independent Certified
Public Accountants (Jasper-Semu & Associates) to ensure fair presentation
of financial positions.
Protection &
Safeguarding: With a core mission focused on vulnerable children, women, and youth,
RDF implements strict protection policies to ensure a safe environment for all
beneficiaries.
Non-Discrimination &
Diversity: Our core values mandate Gender Equality and Diversity,
ensuring equal opportunity and the protection of rights for all individuals,
including marginalized and key populations.
Accountability Mechanisms:
We utilize Participatory Monitoring and Evaluation (PME)
models, allowing the community to serve as a watchdog for service delivery and
institutional conduct.
